§ 110.03 INSPECTIONS AND INVESTIGATIONS.
   (A)   Upon receipt of an application for a license or registration, the City Clerk or a designee shall forward a copy of the application to the building and zoning department to determine whether the licensed or registered business is permitted in the zoning district in which it is located.
   (B)   If an inspection of the premises to be licensed or an investigation of the licensee is required pursuant to this title to determine whether the premises or the licensee meet the requirements of this title or other codes of the city, such inspection or investigation shall be conducted by the building and zoning or police departments, as appropriate, prior to issuance of a license. No inspection shall be required for businesses subject only to registration requirements.
   (C)   If an inspection or investigation is required for a business license, as provided in division (B) of this section, the department responsible for making the investigation or inspection shall provide a written report thereon, within ten days after receiving the copy of the application. The Clerk or a designee shall also collect any certificates required from the DuPage County Health Department if required under the provisions of this title for the specific license.
   (D)   At the time of any license renewal, an inspection or investigation may be conducted in the discretion of the City Clerk or a designee, as advised by the Community Development or police departments.
