If a bond in the amount of $500 is posted with the city, the impounded motor vehicle shall be released to the owner of record, upon payment by the owner of record of the towing and storage costs to the applicable towing company. The bond and the towing and storage charges shall be payable by debit card, credit card or cash. If an administrative fee is imposed pursuant to § 78.06(B) of this chapter, the bond shall be applied to the fee, provided that if a violation of this chapter is not proven, the bond shall be returned to the person posting the bond. All bonds posted pursuant to this section shall be held by the city until a hearing officer issues a decision, or, if there is judicial review pursuant to § 78.10, until a reviewing court issues a final decision.
