For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
HEARING OFFICER. A licensed attorney, who is not an officer or employee of the city, designated by the Mayor to serve as the hearing officer in regard to the city's administrative adjudication programs.
MOTOR VEHICLE. Every vehicle which is self-propelled as defined by the Illinois Vehicle Code (ILCS Ch. 625, Act 5, § 1-146), except a vehicle which is propelled by electric power obtained from overhead trolley wires, but not operated upon rails, vehicles moved solely by human power, and motorized wheelchairs.
OWNER OF RECORD. The record titleholder to a motor vehicle, as registered with the Secretary of State of the State of Illinois or any other applicable governmental agency.
