In order to provide for the city's administrative costs for the library card program, each resident seeking a library card from the city for access to the services provided by the public library shall pay an annual user fee to the city equal to 20% of the fee charged to the city by the public library, which fee shall be rounded to the nearest whole dollar. The City Council may adjust this fee from time to time at its discretion, and notice thereof shall be provided to residents through the city's newsletter.
