This chapter is adopted for the following purposes:
(A) Promoting and protecting the public health, safety, comfort, morals, convenience, and general welfare.
(B) Securing adequate natural light, pure air, and safety from fire and other dangers.
(C) Conserving the taxable value of land and buildings.
(D) Enhancing aesthetic values throughout the city.
(E) Implementing the comprehensive plan of the city.
(F) Detailing the developmental policy of the city with respect to the use of land, intensity of use of land, and location of land uses throughout the city.
