Except for display fireworks, as defined in Section 1 or Article 35 of the Fireworks Use Act (ILCS Ch. 425, Act 35, §§ 1 et seq.), which are used for professional outdoor displays and which require a pyrotechnic operator's license, it shall be unlawful for any person, firm, co-partnership, or corporation to knowingly possess, offer for sale, expose for sale, sell at retail, or use or explode any fireworks as defined in § 140.1 of this chapter.
