It shall be unlawful for any person to possess a hypodermic syringe, hypodermic needle, or any instrument adapted for the use of controlled substances or cannabis by subcutaneous injection, unless such person is a physician, dentist, chiropodist, or veterinarian licensed under the laws of Illinois or the state where such person resides; a registered professional nurse; a registered embalmer, manufacturer or dealer in embalming supplies; a wholesale druggist; a manufacturing pharmacist; a registered pharmacist; a manufacturer of surgical instruments; an industrial user; an official of any government having possession of such articles by reason of his official duties; a nurse or a medical laboratory technician acting under the direction of a physician or dentist; an employee of an incorporated hospital acting under the direction of its superintendent or officer in immediate charge; a carrier or messenger engaged in the transportation of such articles; the holder of a permit issued under the Illinois Hypodermic Syringes and Needles Act (ILCS Ch.720, Act 635, § 5); a farmer engaged in the use of such instruments on livestock; or a person engaged in chemical, clinical, pharmaceutical, or other scientific research.
