§ 119.08 OTHER STANDARDS FOR FACILITIES AND OPERATIONS.
   Each massage establishment shall comply with the following standards for its facilities and operations:
   (A)   Construction of rooms used for toilets, tubs, steam baths and showers shall be made waterproof with approved waterproof materials and shall be installed in accordance with the building codes of the city;
   (B)   All massage tables, bathtubs, shower stalls, steam or bath areas and floors shall have surfaces that can be readily disinfected;
   (C)   Adequate bathing, dressing and locker facilities shall be provided for the patrons to be served at any given time. In the event that male and female patrons are to be served simultaneously, separate bathing, dressing, locker and massage room facilities shall be provided for each;
   (D)   The premises shall have adequate equipment for disinfecting and sterilizing non- disposable instruments and materials used in administering massages. Such non-disposable instruments and materials shall be disinfected after each use;
   (E)   Closed cabinets shall be provided and used for the storage of clean linen, towels and other materials used in connection with administering massages. All soiled linens, towels and other materials shall be kept in properly covered containers or cabinets, which containers or cabinets shall be kept separate from the clean storage areas;
   (F)   Toilet facilities shall be provided in convenient locations. When employees and patrons of different sexes are on the premises at the same time, a separate toilet facility shall be provided for each. A single water closet per sex shall be provided for each 20 or more employees or patrons of a single sex on the premises at any one time. Urinals may be substituted for water closets after one water closet has been provided. Toilets shall be designated as to the sex accommodated therein;
   (G)   Lavatories or washbasins provided with both hot and cold running water shall be installed in either the toilet room or a vestibule. Lavatories or washbasins shall be provided with soap or a soap dispenser and with sanitary towels;
   (H)   All electrical equipment shall be installed in accordance with the requirements of applicable city ordinances;
   (I)   Every portion of a massage establishment, including appliances and apparatus, shall be kept clean and operated in a sanitary condition;
   (J)   Price rates for all services shall be prominently posted in the reception area in a location available to all prospective customers;
   (K)   Massage therapists and all employees shall be clean and wear clean, nontransparent outer garments, covering the sexual and genital areas, and the use of such garments shall be restricted to the massage establishment. A separate dressing room for each sex must be available on the premises with individual lockers for each employee. Doors to such dressing rooms shall open inward and shall be self-closing;
   (L)   All massage establishments shall be provided with clean, laundered sheets and towels in sufficient quantity and shall be laundered after each use thereof and stored in a sanitary manner;
   (M)   No person shall sell, give, dispense, provide, or keep or cause to be sold, given, dispensed, provided or kept, any alcoholic beverage on the premises of any massage business;
   (N)   No massage establishment shall be kept open for any purpose between the hours of 10:00 p.m. and 8:00 a.m.;
   (O)   No person shall operate any adult use, as defined in the city's zoning code, on any premises licensed as a massage establishment;
   (P)   Each massage establishment shall, at all times, display its license in a prominent location within the main customer area of the premises;
   (Q)   At all times during the hours of operation of any massage establishment, there shall be a manager identified in the application on the premises, which manager shall be not less than l8 years of age.
