No person shall sell tobacco products within 100 feet of any school, child care facility or other building used for education or recreational programs for persons under 18 years of age, provided that this section shall not apply to a business lawfully existing on the date this chapter is adopted. In the event such a business ceases the sale of tobacco products for any reason for a period of six months or more, except by reason of license suspension or revocation as provided herein, then such business shall comply with the provisions of this chapter.
