§ 112.52 TERMS AND CONDITIONS.
   No garage sale permit shall be issued unless there is full compliance with the following terms and conditions:
   (A)   The applicant-permittee must be an owner or a renter of the premises where such sale is to be held.
   (B)   It shall be unlawful for any person to sell or offer for sale any property other than personal property as defined in § 112.50 of this subchapter.
   (C)   All sales will be limited to two per year per applicant or location.
   (D)   No sale items shall be located and no sales activities shall be conducted on a public right-of-way, sidewalk, or other public property.
   (E)   Only two signs advertising the garage sale shall be permitted on the premises where such sale is taking place. Up to three additional signs shall be permitted on other private property, provided that prior permission has been obtained from the owner of such property. No such signs shall exceed four square feet in area. No such signs shall be erected on the public right-of-way or other public property. No such signs shall be affixed to a utility pole or street sign. No such signs shall be displayed on or within vehicles or be placed in a location which would cause an obstruction to the clear view of traffic. Any other advertising devices intended to draw attention to a garage sale, including, but not limited to, banners, streamers, and loudspeakers, are hereby prohibited.
   (F)   The sale shall be limited to a period of not more than two consecutive days for each sale, and shall be conducted between the hours of 8:00 a.m. to 5:00 p.m.
   (G)   The sale will be conducted without the use of outdoor speakers or other amplification equipment.
   (H)   The individual conducting the sale and the owner or tenant of the premises on which such sale or activity is conducted shall be responsible for the maintenance of good order on the premises during such sale. In the event good order is not maintained or the sale shall violate any of the provisions of this subchapter, such individual shall be subject to the penalties provided for in this subchapter.
   (I)   The sale shall be conducted in accordance with all other laws or ordinances in effect in the city.
   (J)   The permit shall be non-transferable, valid only for the particular sale date and premises designated thereon, and shall be posted in the front yard area or attached to a building or structure facing the street so as to be easily seen by the general public and by police patrol officers.
   (K)   There shall be no charge for a garage sale permit.
   (L)   All signs authorized under this subchapter shall be removed no later than three hours after the conclusion of the sale.
