§ 111.026 RESTRICTIONS AND REQUIREMENTS FOR EMPLOYEES ON LICENSED PREMISES.
   (A)   It shall be unlawful for any licensee, or any officer, its liquor manager or any employee of such licensee, to engage, employ or permit any person under the age of 21 years to tend bar or to draw, pour or mix any alcoholic liquor or to take the initial order for each patron for any alcoholic liquor in any licensed premises; provided, that the provisions of this section shall not be construed to prevent the employment of persons who are at least 18 years of age as waiters or waitresses in restaurants or hotels for the purpose of serving food and alcoholic liquor in the licensed retail premises.
   (B)   It shall be unlawful for any licensee, its liquor manager or any employee of any licensee holding a retail liquor license authorizing the sale of alcoholic liquor not for consumption on the premises, to permit any employee under the age of 21 years or any customer of any age to register, by mechanical, electronic or other means, the sale of any alcoholic liquor, including beer and wine.
   (C)   It shall be unlawful for a licensee having a class A, B, D, E, H and I license to open for the sale or service of alcoholic beverages on licensed premises, unless all managers of liquor sales, sales clerks, security personnel, bartenders, servers and anyone whose job description involves the checking of identification for the purchase of alcoholic liquor, have completed a Basset Program.
      (1)   The police department shall establish a period of time by which existing licensees shall provide the Commissioner with photocopies of certificates of completion of a Basset Program for all employees required to be trained hereunder, and all existing licensees shall be notified thereof.
      (2)   No new liquor license shall be issued until the applicant provides the Commissioner with photocopies of certificates of completion of a Basset Program for all employees required to be trained hereunder. Thereafter, all employees of any licensee who are required to be trained hereunder shall receive such training within 90 days from the beginning of their employment by such licensee.
      (3)   On November 1st of each license year, all licensees shall provide the Commissioner with photocopies of certificates of completion of a Basset Program for all employees who were hired since the commencement of the current license term and were required to receive such training hereunder.
      (4)    All licensees shall also maintain at the licensed premises a photocopy of such a certificate of completion for all employees required to be trained hereunder, and shall permit inspection of a current employee roster and such certificates, upon demand, by any designee of the liquor control authorities of the State of Illinois or the city.
   (D)   It shall be unlawful to employ in any premises used for the retail sale of alcoholic liquor any person who is afflicted with, or who is a carrier of, any contagious or infectious disease. It shall be unlawful for any person who is afflicted with, or is a carrier of, any such disease to work in or about any premises or to be engaged in any way in the handling, preparation or distribution of such liquor.
   (E)   It shall be unlawful for any licensee to deny or permit its liquor manager or any employee to deny any person the full and equal enjoyment of the accommodations, advantages, facilities, and privileges of any premises in which alcoholic liquors are authorized to be sold, subject only to the conditions and limitations established by law, and applicable alike to all citizens.
