In the event that weeds, grass or plants are permitted to grow in violation of this chapter on any real estate in the city, it shall be the duty of the Community Development Department to either personally serve a notice or send a notice by certified mail to the person to whom was sent the tax bill for general taxes on such real estate for the last preceding year. Such notice shall demand that the nuisance be abated within seven days.
