The City Council hereby finds as follows:
(A) Certain dangerous animals and dogs and vicious dogs present a unique hazard and threat to the health, safety and welfare of persons and property in the city;
(B) It is necessary that the city adopt reasonable regulations governing the keeping of dangerous animals and dogs and vicious dogs to provide reasonable standards of conduct for the owners or keepers of such animals and dogs, to provide for the protection of the animals and dogs themselves, and to protect persons and property in the city from the potential threat of attack or damage from such animals and dogs.
