Every alarm user shall be entitled to an informal hearing with the Chief of Police or a designee for each false alarm in excess of two per calendar quarter. At the informal hearing, the alarm user may offer evidence that the alarm activation for which the alarm user is being charged is one of the permissible exceptions. The hearing shall be requested in writing, and the request for such a hearing must be received by the Police Department within ten days after the receipt of the statement of the charge for a false alarm.
