   (A)   The Police Department is hereby authorized to serve non-traffic complaints upon any person violating city parking regulations and, except as otherwise specifically provided in this chapter, the penalties for such violations shall be as established in this section.
   (B)   If these penalties are paid directly to the city in an envelope provided by the Police Department within seven days from the receipt thereof, the penalty shall be $15.
   (C)   If a final notice is required, the penalty shall be $25.
   (D)   In the event the penalty is not paid within 14 days after mailing of the final notice, the Police Department may issue a "Notice to Appear." requiring the violators to appear before the Circuit Court of the Eighteenth Judicial Circuit, DuPage County, Illinois. The penalty on the "Notice to Appear" shall be $35 plus court costs.
   (E)   If the person fails to appear, a warrant will be issued and prosecution shall commence against the violator. Upon conviction, the person, firm or corporation shall be fined not less than $35 and not more than $500 for each offense. A separate offense will be deemed committed on each day during or on which a violation occurs or continues.
   (F)   The bond for each offense under this chapter shall be not less than $75; provided, however, that the amount of bond for any offense under this chapter shall be automatically increased so that it remains consistent with Illinois Supreme Court Rule 528(a), as it may be amended from time to time.
