§ 71.03 VEHICLES ON MUNICIPALLY OWNED PROPERTY.
   Except for any emergency vehicle, public utility maintenance vehicle, or vehicle owned and operated by a local park district, or for any vehicle operated by a handicapped person, no person may operate any motorcycle, motor-driven cycle or scooter, golf cart, snowmobile, or any other similar manufactured or hand-built type of vehicle, which is propelled or drawn by power other than man/muscular power, on any municipally owned property or in any public park, provided that properly registered vehicles may be operated on public streets or highways or on municipal parking lots within the city.
