§ 53.02 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   CITY TREES. Trees, shrubs, bushes, and all other woody vegetation on land lying between property lines on either side of any streets, highways, or public rights-of-way; and on or in any easements, public parks or any other areas owned or under the jurisdiction of the city.
   CITY PLANTING SPECIFICATIONS MANUAL ("PLANTING SPECIFICATIONS MANUAL"). A manual prepared by the city's Department of Public Services, which sets forth a plan for the care, preservation, pruning, planting, replanting, removal or disposition of city trees, shrubs or other plants.
   CITY SHRUBS AND OTHER PLANTS. All vegetation other than trees, woody or otherwise, except lawn grass and flowers less than 24 inches in height, lying between property lines on either side of any streets, highways, or public rights-of-way; or on or in any easements, public parks or any other areas owned or under the jurisdiction of the city.
