§ 52.20 FIRE HYDRANTS.
   (A)   Fire hydrants may be opened and used only by city personnel or personnel from a Fire Protection District or by such persons as may be specifically authorized by the city. No person shall, in any manner, obstruct or prevent free access to any fire hydrant, whether publicly or privately owned, by temporarily or otherwise:
      (1)   Placing or storing any object or materials of any kind within 20 feet of the fire hydrant;
      (2)   Connecting any object or device to any fire hydrant for any purpose, including but not limited to drawing water therefrom; or
      (3)   Placing any substance upon or within any fire hydrant which, independently or in combination with the surface elements of the fire hydrant, prevents, obstructs or delays access to the flow of water from the fire hydrant in its intended customary fashion.
   (B)   Privately owned fire hydrants shall be maintained in good repair by the owner thereof.
