Where the water for any reason has been turned off by the city, no person, except authorized representatives of the city, may turn it on again. Whenever this rule is violated, the city may shut off the water at the service cock (buffalo box) and the owner shall pay the entire expense incurred by the city for doing this work before the water may be turned again.
