§ 52.12 TAMPERING WITH WATER SYSTEM PROHIBITED.
   (A)   Absent the express written authorization of the City Administrator, the Chief of Police or the Public Services Director, no person shall damage, alter, obstruct, disable, reconfigure, retrofit, reverse engineer or prevent the operation of any water meter, water metering device, meter reading device, water pipe, hydrant, any part of these items, or any other structure, appurtenance, or equipment, or part thereof, which is part of the municipal water system.
   (B)   Absent the express written authorization of the City Administrator, the Chief of Police or the Public Services Director, no person shall attempt to damage, alter, obstruct, disable, reconfigure, retrofit, reverse engineer or prevent the operation of any water meter, water metering device, meter reading device, water pipe, hydrant, any part of these items, or any other structure, appurtenance, or equipment, or part thereof, which is part of the municipal water system. For the purposes of this division (B), ATTEMPT is defined as action, with intent to violate the terms of this chapter, which constitutes a substantial step toward the commission of the violation of this chapter.
