§ 52.11 NON-VOLUNTARY DISCONNECTION FROM CITY WATER SERVICE.
   (A)   If the required deposit for water service is not paid by any new owner or customer within 30 days after occupancy of any real estate served by the municipal water system, or if charges for water service are not paid within 60 days after the due date, the city will begin procedures to disconnect the water service from the municipal water system. Prior to any such disconnection, written notice shall be sent to the registered customer and the owner or owners of record, as referenced by the tax identification number, by regular mail, identifying the location of the service to be disconnected, stating the date on which disconnection will occur, identifying the person at the city who may be contacted if the customer or owner wishes to dispute the claimed charges, and stating the date by which the person must be contacted if the customer or owner wishes to have an opportunity to be heard concerning the dispute. Failure to receive or claim the written notice will not nullify the notice or the city’s disconnection procedures.
   (B)   Failure to contact the person at the city identified in the notice provided for in division (A) of this section, or to resolve the payment of the delinquent charges on or before the disconnection date set forth in such notice, will result in immediate disconnection of water service. Additional billings for water service will not nullify the notice or disconnection procedures.
   (C)   Disconnected water service shall not be reinstated until all past due charges, including penalties thereon, are paid in full, together with a charge of $50 for reinstating service during scheduled working hours or $75 for reinstating service after normal working hours. The owner or registered customer shall also each be required to deposit $25 in addition to the water service deposit provided for pursuant to § 52.09(E). All payments related to reinstatement of water service must be in the form of cash, money order, cashiers check, or other electronic means if made available to the city.
