Where public sanitary sewer collection is available at the time of the development or redevelopment of a property within the city, the city shall give written notice of such availability by registered or certified mail to the last known property taxpayer for the property. Connection to the available sanitary sewer collection system shall then be made within 90 days after the mailing of such notice. In all other cases where a public sanitary sewer collection system becomes available, connections to such system shall be made within one year after such system has been constructed and operation thereof has been undertaken by the city or an authorized sanitary district.
