§ 39.01 DEFINITIONS.
   As used in this chapter, the following words and terms shall have the meanings ascribed to them herein, unless the context clearly indicates that a different meaning is intended:
   CIVIL EMERGENCY.
      (1)   Any riot or unlawful assembly characterized by any actual force or violence or any threat to use force, if accompanied by immediate power to execute by three or more persons acting together without authority of law;
      (2)   Any natural disaster or manmade calamity, including flood, conflagration, cyclone, tornado, earthquake or explosion within the corporate limits of the city, resulting in the death or injury of persons or the destruction of property to such an extent that extraordinary measures must be taken to protect the public health, safety and welfare;
      (3)   Any outbreak, epidemic or pandemic of a dangerously contagious or infectious disease affecting public health, safety and welfare of residents of or persons visiting or conducting business in the City.
   CURFEW. A prohibition against any persons walking, running, looting, standing or motoring upon any alley, street, highway, public property or vacant premises within the corporate limits of the city, except for officials of any governmental unit and persons officially designated to duty with reference to a civil emergency.
