Any person or agent designated by the City Administrator as a representative of the city may enter the premises of any hotel for the purpose of inspection and examination of books and records for the proper administration of this subchapter and for the enforcement of collection of this tax. It is unlawful for any person to prevent, hinder or interfere with the city or the city's representative in the discharge of the procedures as contained in this subchapter.
