All recommendations and findings of the Planning and Zoning Commission shall be forwarded to the City Council in writing no later than 30 days after the action, except those pertaining to plats of subdivision for which the specified times for recommendations shall be no later than 60 days. Such recommendations are advisory only and are not binding upon the corporate authorities.
