The initial terms of appointed members shall be as follows: two members shall be appointed for one year; two members for two years; and three members for three years. The successor of each such member shall serve for a term of three years. All vacancies occurring shall be filled for the remainder of the member's unexpired term in the same manner as the original appointment. All new appointments thereafter shall be made during the month of May, with terms of office commencing June 1 of that year and expiring on May 31 of the appropriate year.
