There is hereby created a Finance Department, an administrative department of the municipal government under the general supervision of the Mayor. All rights, duties and functions exercised or performed by the City Treasurer as determined in this Code of Ordinances, shall be exercised or performed or performed by the Finance Department. The Finance Department shall consist of those positions as are annually determined by the City Council as part of the "Personnel and Position Schedule" attached to the approved budget for each fiscal year.
