§ 33.006 APPLICATIONS; APPOINTMENTS.
   (A)   Applications and appointments for the position of police patrol officer in the Police Department shall be made in accordance with division (B) of this section and the "Rules and Regulations of the Board of Police Commissioners of the City of Oakbrook, Terrace, State of Illinois," effective September 14, 2006, or such amended rules and regulations as may be adopted by the Board of Police Commissioners from time to time.
   (B)   In addition to the register of candidates for appointment to the Police Department determined by examination, the Board of Police Commissioners, shall accept applications, prepare and keep a second register of persons who have previously been full-time sworn officers of a regular police department in any municipality, county, university, or state law enforcement agency, provided they are certified by the Illinois Law Enforcement Training Standards Board and have been with their respective law enforcement agency within Illinois for at least two years. The persons on this list shall take rank upon the register as candidates in the order of their relative excellence. Applicants who have been awarded a certificate attesting to their successful completion of the Minimum Standards Basic Law Enforcement Training Course, as provided in the Illinois Police Training Act, may be given preference in appointment over non-certified applicants. When the City Administrator determines that a vacancy in the Police Department has occurred, is about to occur or when one or more additional full-time police officers are needed, the City Administrator shall direct the Board of Police Commissioners from which register to make an appointment.
