§ 33.003 GENERAL DUTIES OF CHIEF.
   (A)   The Chief of Police is the chief administrator and executive officer of the Police Department. The Chief shall have the final responsibility of determining departmental policies, together with full responsibility for the complete discharge of all duties imposed on the Chief by law, ordinance and/or resolution.
   (B)   As chief executive officer, the Chief must officially sanction and approve any changes in departmental organization before the changes can be put into effect. The detailed methods of directing and controlling specific functions of the Police Department or of its divisions or subdivisions, may be developed by subordinate executive officers, but the original direction and final approval and adoption of the guiding principles rests with the Chief of Police.
   (C)   As chief executive and administrative head of the Police Department, the Chief of Police shall maintain administrative control and shall govern departmental activities through the division commanders, who also act in an advisory capacity in matters of general departmental policies and procedures.
   (D)   The Chief shall supervise the recruiting, training and activities of police officers.
   (E)   When a labor agreement has been negotiated and entered into with a union representing the members of the city's Police Department pursuant to the authority of the Illinois Public Labor Relations Act (ILCS Ch. 5, Act 315, §§ 1 et seq.), the Chief shall have authority to directly impose discipline of police officers, including suspension and/or termination for just cause. Probationary employees may be terminated without cause.
