§ 32.052 POWERS AND DUTIES.
   The City Administrator shall be responsible to the Mayor and City Council for the proper administration of the affairs of the city assigned to the City Administrator by the Mayor. In discharging this responsibility, the City Administrator shall:
   (A)   Execute all powers and duties as may from time to time be assigned to the City Administrator by the Mayor or as may be additionally specified by law or ordinance;
   (B)   Attend all City Council meetings and certain specified meetings of appointed boards and commissions. The City Administrator shall have the right to take part in all discussions, but shall not vote;
   (C)   Pursuant to direction from the Mayor and City Council, provide for the enforcement of all laws and ordinances within the city;
