The Mayor shall appoint by and with the advice and consent of the City Council, the City Administrator, the City Treasurer, the Corporation Counsel, the Chief of Police, the Deputy Chief of Police, the members of the boards and commissions of the city and all officers of the city, whose election or appointment is not otherwise provided for by state statute or local ordinance. Any vacancies occurring in an appointive office shall be filled in the manner provided by state statute.
