(A) The director of any department with the approval and consent of the City Administrator shall hire all of the employees which are authorized by the fiscal year budget, except for those under the jurisdiction of the Police Commission, at such compensation as may be set out or authorized by the yearly pay plan as administrated by the office of the City Administrator.
(B) All employees shall perform their duties subject to the direction of the director of the department to which the employee is assigned.
(C) The directors of any department, with the approval and consent of the City Administrator, may discharge employees they supervise, except for those under the jurisdiction of the Police Commission.
