(A) If any public officer or employee has any personal interest in a contract or transaction that is or is likely to become the subject of an official act or action in which such officer or employee is or will be involved, the nature and extent of such interest shall be disclosed on the record of the City Council or any other agency, committee or commission performing such act or action or, in the case of employees, the nature and extent of the interest shall be disclosed to the City Administrator. For purposes of this section, a PERSONAL INTEREST
shall be an interest that affects the officer or employee in a manner, which is different or unique from the interest of the public, including, but not limited to, family or business relationships with persons having business with the city.
(B) No public officer or employee shall, in such capacity, participate in the deliberation or vote, or otherwise take part in the decision-making process on any agenda item in which he or she is found to have a prohibited financial interest in a contract or business of the city, as such a prohibited interest is defined in state law.
(C) Public officers and employees shall also comply with the applicable Illinois law concerning disclosures of interest.
