It is hereby declared a nuisance against the health, peace and comfort of the city for any property owner, agent or manager to suffer, allow or permit the rental of a rental dwelling unit to a tenant who commits, allows, permits or fails to take reasonable measures to prevent any nuisance activities to occur relating to the tenant, member of the tenant's household, guest or other party under control of the tenant, to occur on the rental property or common areas.
