(A) Except as otherwise provided herein, the provisions of this chapter shall apply to all tenants, occupants, owners and property managers of rental dwelling housing within the city regulated by Chapter 121 of this code.
(B) The provisions of this chapter are mandatory and shall not be waived or modified in any lease modification or separate agreement.
(C) The Crime Free Rental Residential Housing Program shall be operated and administered by the Police Department, with the assistance of the Director of Community and Economic Development.
(D) Unless the property owner or property manager has successfully completed a similar type crime free housing seminar from another municipality within three years prior to applying for a city rental dwelling license or renewed rental dwelling license, all owners, managers or agents of residential property shall, within three months of applying for a rental dwelling license or within three months of applying for a rental dwelling license renewal shall attend and complete the crime free housing seminar. The provisions of this section shall not apply to owners of rental residential property where all of the occupants of the rental property are related to the property owner by blood or marriage.
