In the construction of this Title the rules and definitions contained in this Section shall be observed and applied, except when the context clearly indicates otherwise.
In addition:
A. The present tense includes the future and the future the present; the singular number includes the plural and the plural the singular; the word "shall" is mandatory, and the word "may" is permissive.
B. The material under each caption or heading in this Title shall be construed and limited in a manner consistent with the applicable captions or headings and subheadings. (Ord. G-60, 3-22-1966)
