Any owner, lienholder or other person with a legal interest in the vehicle, who is not satisfied with the decision of the hearing officer, shall have the right to appeal the decision to circuit court, pursuant to the administrative review act, 735 Illinois Compiled Statutes 5/3-101 et seq.
