3-2-2: FIRE CHIEF:
   A.   Office Created; Appointment: The office of fire chief of the fire department of the village is hereby created. The fire chief shall be appointed by the village president and approved by the board of trustees. He/she need not be a resident of the village. The fire chief shall serve at the pleasure of the village president and board and may be removed by them at any time.
   B.   Control And Command: The fire chief shall be responsible for the management of the fire department and is subject to the supervision of the village manager. The fire chief has the control and command over all persons connected with the fire department of the village while on duty. The fire chief may prescribe and establish from time to time such rules and regulations as he/she deems advisable, subject to the approval of the village manager.
   C.   Suspensions: The chief of the fire department shall have power to suspend any firefighter from duty for not to exceed five (5) calendar days, but he/she shall promptly report such suspension to the board of fire and police commissioners.
   D.   Custody Of Property: The fire chief shall have the custody of and full responsibility for the pumpers, tankers, trucks, ladders and all property and equipment belonging to the fire department.
   E.   Emergency Operations Center (EOC): The fire chief or designee shall, if in his or her power, staff the fire section of the emergency operations center whenever the EOC is operational.
   F.   Investigation Of Fires: The fire chief or designee shall ensure the investigation of the cause of all fires which may occur in the jurisdiction of the department as soon as practicable, and shall ensure that a record is made and kept of the investigation and of the circumstances of each case.
   G.   Report: The fire chief or designee shall, as prescribed by the village manager, prepare reports regarding the emergency and nonemergency activities of the fire department.
   H.   Inspection Of Premises: The fire chief shall make or cause to be made regular inspections of all buildings, structures and places used for manufacturing or commercial purposes, or occupied or frequented by large numbers of people, and of all school buildings, public halls, churches, institutional buildings, theaters, and all places of amusement, recreation or employment in order to ascertain whether the applicable fire regulations are being efficiently carried out. No person shall exclude the fire chief or any one of his/her deputies or assistants from any such building, structure or premises.
   I.   Prescribing Limits At Fire And/Or Rescue Emergency Incidents: The Fire Chief or other officer in command at any incident may prescribe limits in the vicinity of the fire within which no persons, excepting those who reside therein, firefighters, police officers, officers of the Village and those admitted by any officer of the Fire Department shall be permitted to go.
   J.   Removal Of Property: The Fire Chief shall have power to cause the removal of any property whenever it shall become necessary for the preservation of said property from harm, or to protect adjoining properties.
   K.   Incident Mitigation: The Fire Chief, or, in his or her absence, the acting fire officer in command at any emergency incident, may direct the members of the Fire Department to take whatever actions are appropriate to mitigate the incident and/or prevent further harm or damage to persons or property.
