Definitions: For purposes of this chapter, the following terms and phrases have the meanings assigned to them below:
CAMP or CAMPING: | Pitch, erect, create, use, or occupy camp facilities for the purposes of habitation, as evidenced by the use of camp paraphernalia. |
CAMP FACILITIES1: | Include, but are not limited to, tents, huts, temporary shelters, lean-tos, or any other temporary and removal structures or parts thereof. |
CAMP PARAPHERNALIA1: | Includes, but is not limited to, tarpaulins, cots, beds, sleeping bags, blankets, mattresses, hammocks, or outdoor cooking devices and similar equipment. |
CAMPSITE: | Any location where one or more persons have temporary sleeping or living accommodations by use of camp facilities and/or camp paraphernalia. |
CITY PROPERTY: | All real property, land, and right-of-way owned, leased controlled, or managed by the City. |
ESTABLISHED CAMPSITE: | A campsite in place for over 24 consecutive hours in one location. |
INVOLUNTARILY HOMELESS: | Having no means to acquire one's shelter and not otherwise having access to shelter or other alternative options for housing. |
PERSONAL PROPERTY: | Any item that can reasonably be identified as belonging to an individual and that has apparent value or utility. Personal property includes camp facilities and camp paraphernalia. |
RECREATIONAL FIRE: | A fire for the cooking of food, warmth, fellowship, or ceremonial purposes. |
RIGHT-OF-WAY: | Roads, and other public right-of-way dedicated and accepted by the City, either in fee title or as holder of a public easement for right-of-way or public access purposes. Public right-of-way includes but is not limited to any City road, street, lane, alley, bike path, sidewalk, or other property that is subject to a public access easement dedicated or granted to the City for vehicular, pedestrian, or other means. This includes roads and sidewalks required to be maintained by the City. |
SCHOOL: | Public or private elementary, middle or high school, or other school attended primarily by children under eighteen (18) years of age. |
Note: 1. Camp facilities and camp paraphernalia do not include vehicles, automobiles, or recreation vehicles used for camping. | |
