1-8-7: ELECTION:
   A.   Time To Vote On Measure: Where a special election is called either on petition for proposed ordinance or charter amendments by the initiative, or for submitting ordinances by referendum or charter amendments proposed by the council, the time for voting on the measure to be submitted to the voters shall be such date as shall be set by the city council by appropriate resolution or ordinance.
   B.   Title And Numbers Of Measures On Ballot:
      1.   Titles: On a ballot, a measure shall appear by ballot title only.
      2.   Order: On a ballot for an election, the sequence of measures to be voted upon shall be the sequence in which the respective measures are ordered to be submitted to the voters.
      3.   Measures To Be Distinguished: On a ballot initiative, measures shall be distinguished from referred measures.
      4.   Numbers: On a ballot, the spaces for votes on the first measure shall be designated "500 yes" and "501 no", and the spaces for votes on the succeeding measures shall be numbered consecutively "502 yes" and "503 no", "504 yes" and "505 no", and so on.
   C.   Notice Of Special Election:
      1.   Publishing: Where a special election on a measure is called, the city recorder shall issue a notice of the election, under the seal of the city, and shall cause it to be published in a newspaper of general circulation published in the city, to be designated by the council, once each week for at least two (2) successive weeks, the first publication to be not less than fifteen (15) days prior to the date of the election at which said proposed measure is to be voted upon. In addition thereto, the recorder shall cause such notice of said election to be posted in three (3) public places in the city at least ten (10) days prior to the date of the election.       2.   Form: The form of special election notice shall comply with state law and shall be substantially as follows: (1962 Code § 1-13-6; amd. 2014 Code)

   D.   Notice Of General Election: Where a measure is to be voted upon at a general election, the notice of the election shall state that fact and the ballot title and number of each measure to be voted upon at the election.
   E.   Advertising Measure: In case of the submission of a measure to the voters, the city recorder, not earlier than twenty (20) and not later than ten (10) days prior to the election at which the measure is to be voted upon, shall cause it to be published in two (2) consecutive issues of a newspaper of general circulation in the city.
   F.   Election Returns: The votes on a measure shall be counted, canvassed, and returned as follows:
      1.   In case of general elections, in the same manner as other votes cast at general elections in the city; and
      2.   In case of special elections, in the manner provided by the charter and the provisions of this code. (1962 Code § 1-13-6)
