Any person who, as the result of violating any of the provisions of this chapter, causes any expense, loss or damage to the city shall immediately become liable to the city for the full sum of such expense, loss or damage. The city council may, at its discretion, instruct the city attorney to proceed against any such person, in any court of competent jurisdiction, in a civil action to be brought in the name of the city, for the recovery of the full sum of any such expense, loss, or damage sustained by the city.
