The city recorder, with the assistance of the supervisor, shall make and keep in a book and on a map, a complete record and account of all connections made with the sewer mains, with the names of the owners and a description of the premises with which and for whom such connections are made. The permit shall specify the point where, and the manner in which, such connection shall be made, and such connection shall be made under the supervision of said inspector or supervisor and in conformity with such permit and the provisions of this code regulating the same.
