All revenue derived from the use of the sewage system, in excess of the amount required for the operation and maintenance of the sewage system and treatment plant, shall be used to pay principal and interest of revenue bonds of the city issued to finance the sewer system and sewage disposal facilities with any excess thereof to be disposed of as directed by the city council.
