A. Set By Resolution: Rates and charges for the use of the city sewage facilities, connection fees, inspection fees and all other fees and charges shall be set from time to time by resolution of the city council.
B. Factors In Determining Charges: In determining the rates and charges to be assessed under this section, the city council shall take into account all direct or indirect costs incurred by the city in order to furnish sewer services. The actual cost of furnishing sewer services includes the average cost or an allocated portion of the total amount of the actual cost of making sewer services available to an improvement equipped with plumbing for wastewater disposal, whether stated as a minimum, fixed or variable amount. Such actual cost also includes, but is not limited to, the costs of labor, materials, supplies, equipment rental, property acquisition, permits, engineering, financing reasonable program delinquencies, return on investment, required fees, insurance, administration, accounting, depreciation, amortization, operation, maintenance, repair or replacement and debt service, including debt service payments or payments into reserve account for debt service and payment of amounts necessary to meet debt service coverage requirements.
C. Effective Date Of Rates And Charges: Rates and charges in effect prior to the effective date hereof shall remain in effect unless changed by resolution of the council, as provided herein. (Ord. 624-08, 8-12-2008)
