Water service may be provided outside the City limits if the property to be provided the service is located within the City's Urban Growth Boundary as amended from time to time. The rates for such service, connection charges, and other charges and fees related to the connection and use of the water shall be set from time to time by resolution of the City Council. The City will not provide new water services outside the City's Urban Growth Boundary; however, existing water services to users outside the City's Urban Growth Boundary will be permitted to continue with a rate charge of thirty percent (30%) greater than the charges prescribed for users inside the City. Existing agreements for delivery for water outside the City's Urban Growth Boundary may be permitted to continue so long as the property remains in the same ownership. At such time as the ownership of property outside the City's Urban Growth Boundary to which City water is delivered shall change, then City service shall be terminated. If City water service to property outside the City's Urban Growth Boundary is discontinued for any reason after the effective date hereof, then such service shall not be reestablished.
