A. Plan Required: A plan of the proposed water main extension showing line size and type of material, valve sizes, hydrants and size of other fittings shall be submitted to the city manager for approval prior to construction.
B. Applicant Responsible For Cost:
1. Construction of water main lines and extension of main lines shall be at the expense of the applicant, and water main extensions shall be made to the extreme of the owner's property fronting on the main.
2. When application for water service is made which requires construction or extension of a main line, the applicant shall pay to the city or a contractor designated by the city, prior to construction, the total cost of the required extension. (1962 Code § 2-1-7)
