A. Meter Required: Commencing with the effective date hereof, a water meter of appropriate size shall be required to be installed for water service to all new residential or commercial water hookups, or any first time request for water service.
B. Order Installation: The city council may order the installation of a water meter in any residence or place of business where city water is used, if in the discretion of said council such meter installation shall be in the best interest of the city.
C. Request Of Water User: Any water user desiring installation of a water meter in lieu of payment of fixed rates for domestic and irrigation water shall be entitled to such installation upon written request to the water department and upon payment of the city's then prevailing charge for installation of water meters. All such meters shall remain the property of the city. (1962 Code § 2-1-5)
D. Meter Accessible: The occupants of any building or premises where a water meter is located shall see that the meter is kept and remains free from obstructions on or around the same and is conveniently accessible at all times for the purpose of reading, inspection or repairing.
