8-2-4: RENEWAL OR CHANGE OF SERVICE:
   A.   Charge As For New Service:
      1.   When requests for change of service are granted, the charge will be the same as for a new service.
      2.   When requests for an increase in size of service connection at the same location are granted, the charge will be the same as for a new service of the size desired.
   B.   Service Pipes And Materials; Installation And Responsibility:
      1.   Service pipe of all sizes between the main and the curb cock, cutoff or meter shall be of the type and material specified by the city manager. Pipe of a better grade of material may be used, subject to the approval of the city manager. Service pipes between the main and cutoff or the main and meter shall be installed and maintained by the city water department, except where the same is located at a distance from the main farther than the street property line, in which event special arrangements shall be made as to cost of the extra length of line. If pressure reducers which restrict backflow are installed on the customer's service line, there shall also be installed therein a proper safety relief valve.
      2.   The corporation cock and stop box shall be provided in place and maintained by the water department after payment of the fee charged for a water permit. The service pipe from the curb cock to the building shall be installed and properly maintained by the owner. The owner shall keep the stop box free from dirt, stones, or other substances that will prevent access to the service cock.
      3.   All service pipe and water piping in all premises shall be installed in compliance with city or state plumbing codes. Plumbers shall not interfere in any way with fixtures installed by the water department and shall not turn water on or off at the service cock, except for the purpose of testing their work, in which case the service cock shall be left in the same condition and position as it is found. Any plumber called upon to shut off water and drain pipes in any premises shall do so inside the building only, except as above provided.
      4.   It shall be unlawful for any person to make attachment to or detachment from any water main or service pipe, or other connection through which water is supplied by the city, or to interfere in any manner with such pipes or connections. Where such attachment is from the cutoff or meter to the premises, or upon the premises, permission shall be obtained from the city manager, and the work shall be performed at the expense of the owner; provided always, that all water rates and charges against the applicant shall be fully paid.
      5.   All service pipe on either public or private property shall be laid on solid ground not less than four feet (4') below the established grade of the street. Service pipe laid in the same trench with a sewer shall be at least thirty six inches (36") distant from the sewer horizontally, and if the sewer is laid at a greater depth, shall be shelved into the bank to a solid bottom. In no case shall a service pipe be laid on a fill. (1962 Code § 2-1-3)
