8-2-2: APPLICATION FOR WATER CONNECTION:
   A.   Contents Of Application; Conditions: Before any connection is made to any water main, application for water connection shall be made in writing by the owner of the premises to be served, or by his authorized representative, at the office of the water department. Such application shall be made on forms provided by the water department, and must state fully all the purposes for which water may be required; and the applicant must agree to conform to the rules and regulations of the city water department concerning use of water as a condition for the granting of such permit.
   B.   Deposit For Costs Of Street Repair: At the time authorization for water connection is issued, a deposit shall be made estimated to be sufficient to cover the costs of any street repairs made necessary by the installation of the water connection. The water department may collect any part of such costs in excess of the deposit, and shall refund any amounts deposited in excess of the costs of such street repairs. (1962 Code § 2-1-1)
   C.   Water Use During Construction; Fee: When water connection is requested for a building under construction, the owner shall pay to the department, in addition to the regular charges, a fee for water used during construction. This fee shall be estimated by the city manager in accordance with the size of the building and class of construction. It shall in no case be less than two dollars ($2.00).
