Every person owning or occupying any land on which buildings are situated within the service area of any public water distribution system in the city shall connect all such buildings having sewer service to said water system. Any person owning or occupying any land on which buildings are situated within the service area of the public water system, as aforesaid, who shall fail, refuse and neglect to make such connection to the water system within thirty (30) days after written notice to make such connection shall be deemed guilty of an infraction and shall be subject to a fine of not more than fifty dollars ($50.00) per day so long as such failure to connect continues.
